Sometime ago I read that bird-watching surpasses all other activities in popularity world-wide.

In addition, consider the economic and educational value that access to natural and restored habitat could provide.
We have an opportunity/responsibility to enhance the wildlife habitat adjacent to the Kal Lake lagoon to create a year-round attractive natural feature.
The current parking lot dominates the physical environment of the lagoon and its expansion would further erode the lagoon's natural and aesthetic values. Does it make sense to use public land and resources to facilitate disruptive seasonal use?
