The proper procedure for potential customers requiring municipal services is to petition the appropriate authorities to provide the service. They need the approval of 50% plus one of the affected home owners. Once this is done staff evaluates the feasibility of providing the service which includes evaluation of the service provider's ability to provide the service (hydrants in this case, capacity of tanker truck, etc.) and the cost of such service. Upon completing the studies the petitioners are notified of the cost of the required service. They can, then, decide to go ahead with the service or decline it.
Blaming the staff by politicians for following the proper procedures is unwarranted and unfair.
Blaming the politicians by the media for debating the issues is equally unwarranted and unfair.
