Governance is obviously at the root of our water, parks & rec problems.
Seeing as "Greater Vernon Governance" was deleted more than 2 years ago, it is obvious that there remains a governance gap.
No amount of GVAC committee meetings that, for some unfathomable reason, continue to be held as if there still was a governance entity known as "Greater Vernon", will ever fix that gap. Bouncing committee recommendations back to the Board, and then waiting for the Board determine the future for Greater Vernon residents, doesn't seem to be working well.
So why not go back to how business was done in the first place?
A solution would be to (re)create the Regional Water Commission, with a specific mandate to oversee implementation of the Master Water Plan, and the sustainable, financially sound operation of our regional water utility. Done! Membership as per membership in GVAC, with delegated authority to make those tough water decisions (e.g. call a referendum, build a higher dam, do some long-term borrowing, etc?) necessary to secure our future. Appoint those members who have the keenest interest in water, include the Agricultural reps, and let's move forward.
Similarly, GV Parks and Rec could go back to a commission model, but just as a commission that solely deals with Parks and Rec issues, nothing else. Add the school rep to this commission.
Finally, we will have removed that spectre of "Greater Vernon"... so we can all move on!
