Opportunities for grants from senior governments become available from time-to-time for various projects. These grants must be matched by local governments in varying proportions (50% in this case).
Coldstream has a number of projects pending that will require grants and matching funds from our own sources (TAXES) in the future. We must have available funds for those projects.
The proposed promenade on Kal Beach might be nice to have provided we had no more urgent projects in the future. My reasoning for rejecting the promenade was the fact that there is already a paved bicycle/walkway available on the outside of the fence. The new walkway would have been constructed along the inside of the fence adjacent to the existing walkway. If there was a safety concern, we should realign the fence to protect the users of the existing walkway from traffic. However, we have plenty of walkways/bicycle paths along Kalamalka Road without fence protection. I believe this project was more of a "want" than a "need" project, hence my opposition to it.(Coldstreamer).

something else to consider: the picnic tables are adjacent to the proposed pathway. I don't imagine picnickers would enjoy their privacy disturbed by people passing by.
