"Don Quixote Note: The big change in the Residential Rates for 2013 is although there is
only a 3.05% increase in your base fee or access fee there are new
consumption charges for the first 20m3 of water unlike in 2012 where
there was NO charge at these levels. Effectively this change alone has
added $14 per quarter ($56 Annually) to ALL users who consume 20m3 or more per quarter."

Put it another way anyone using 20 m3 or more (75% of users) has an effective flat rate of $94.25 which is an increase of $16.13 or 20.6%. Where we gained is in the high user categories where increases are in the 3% range (i.e.$0.98 -->$1.00, $1.20-->$1.25 and $1.74-->$1.80). So, who gained? Certainly not the water saver!
