Re Rec Centre: If studies reveals that the major cost will be the pool, I would suggest moving the pool to a new location and repurposing the building.
The building could be retro-fitted to include the new art gallery.
The aesthetics of the location lends itself to outdoor summer art events such as Midsummer Eve of the Arts.
The proximity to the Performing Arts Theatre is a natural fit.
What an excellent idea. Let's hope our politicians/staff are able to think "outside of the box", and try to save us some money and optimize building use.
Another positive aspect of this location is that it is easily accessible to those with mobility issues.
The new art gallery has to be built with proper temperature and humidity control in mind. The Rec Centre building may not be a suitable.
