This posting is a eulogy to the Coldstream pond adjacent to Coldstream Lumber on what was the old sawmill property. This pond has been here as long as I have [40 years] and is a breeding site and nursery for many bird species. It is also a resting area for hundreds of ducks in the fall. These photos are a sample of what the site looks like now and what we have lost. The question is did the property owners obtain a permit to do this and from whom because they didn't get one from the District of Coldstream and there definitely wasn't any public input. On the face of it, it is a neatly packaged controversy.

You could say it's about the government's weirdly over-the-top enthusiasm for the $6-billion Enbridge Inc. proposal to push a pipeline from Alberta's oilsands through northern British Columbia to saltwater at Kitimat. Or you could say it's about an environmentalist plot to keep Alberta's oilsands landlocked, although even the Canadian Association of Petroleum Producers is laughing out loud at that one.

In any case, we all agree that it's about satiating China's growing demand for energy and getting out from under Canada's reliance on the limited American market for Albertan oil. But something else has been going on, and it's not funny anymore.

Nearly half of the $100-million upfront cash for the Enbridge project is coming either directly or indirectly from the seventh-largest corporation on Earth, the absurdly corrupt Sinopec, a ravenous behemoth run directly by the regime in Beijing. Oilpatch rumours have it that Beijing's own Sinochem and the China National Petroleum Corp. came up with at least some of the other half. In any case, you aren't allowed to know. Prime Minister Stephen Harper isn't saying, and neither is Enbridge.

Under its aggressive and ambitious president, Wang Tianpu, Sinopec has been in hyperdrive acquiring direct stakes in foreign energy properties. It was Sinopec that spent $2 billion on an outright purchase of the Alberta oil and gas firm Daylight Energy late last year. A direct Beijing foothold - this was a first for Canada's oilfields.

But it was an earlier $2-billion Sinopec takeover of Vancouver's Tanganyika Oil that won Beijing its first big piece of Syria's Oudeh oilfields, and that's how Sinopec provides the sanctions-busting revenues that allow the delusional mass murderer Bashar al-Assad to hang on in Damascus. It's the same game Sinopec has been playing in Sudan, keeping the genocidaire Omar al-Bashir in Khartoum instead of in the prisoner's dock at the International Criminal Court in the Hague.

Here's where it gets really ugly. China is now Iran's number one trading partner. Sinopec is now Iran's main buyer of crude oil. Tehran has managed to avoid the bite of Euro-American sanctions aimed at curbing the ayatollahs' nuclear ambitions. Sinopec is the reason why the sanctions are failing. If sanctions fail, it will almost certainly mean war.

Just how Sinopec became co-author of Stephen Harper's new foreign policy and energy strategy isn't a question we're supposed to be asking. And it's not impudent Kitsilano hippies with American funding and precious feelings about oil spills and sea otters who have been asking questions like that one, or wondering out loud about what sort of role Vancouver's powerful enclave of Chinese business tycoons has been playing in it all.

Here are just a few people who have told me in recent days that whatever is going on here, there is something very strange and wrong about the whole thing.

Martin Collacott is a senior fellow with the arch-conservative Fraser Institute. He was a career public servant with Foreign Affairs, and the department's former directorgeneral for security. Stephen Kaufmann is a former Canadian trade commissioner in Hong Kong, the president of his own forest-products company. Scott Newark, former executive director of the Canadian Police Association, was senior policy adviser to Stockwell Day, the former minister responsible for the Asia Pacific Gateway (Day is now a "distinguished fellow" with the Asia Pacific Foundation of Canada). The list goes on and on.

So do the questions. There's another one coming up.

In the summer of 2010, Richard Fadden, the head of the Canadian Security Intelligence Service, let it be known that politicians in at least two provinces were under "foreign influence" and China was funding political activism in Canada. For his trouble, Fadden was thrown under the bus by the Commons Public Safety Committee. New Democrat Don Davies likened Fadden to the infamous, communist-obsessed American senator Joseph McCarthy, and claimed that Fadden had "tarred" the entire Chinese-Canadian community.

Fadden followed up with a detailed memorandum to his boss, Public Safety Minister Vic Toews. A heavily redacted version came to light a few months later. Among other things, Fadden told Toews: "Canada is a target for foreign interference due to our natural resources, scientific and technological sectors, our role and influence in the international community, and our close relations with powerful allies."

Fadden wasn't talking about the influence of American eco-millionaires. He was talking about China. Fadden named names. Vic Toews knows the names of the politicians Fadden was talking about. Here's the question: Who are they, exactly?

I'll leave the last word to David Kilgour, a former MP with both the Conservatives and Liberals, a former deputy speaker of the House, and an unflinching friend of the Chinese people: "We have to start asking these questions. What's happening here is madness. It's madness."

Bill owns a company that manufactures and installs car wash systems. Bill 's company installed a car wash system in Frederick , Md. Now, understand that these are complete systems, including the money changer and money-taking machines.

The problem started when the new owner complained to Bill that he was losing significant amounts of money from his coin machines each week. He went as far as to accuse Bill 's employees of having a key to the boxes and ripping him off.

Bill just couldn't believe that his people would do that, so they setup a camera to catch the thief in action. Well, they did catch him on film!

That's a bird sitting on the change slot of the machine.

The bird had to go down into the machine, and back up inside to get to the money!

That's three quarters he has in his beak!

Another amazing thing is that it was not just one bird -- there were several working together. Once they identified the thieves, they found over $4000 in quarters on the roof of the car wash and more under a nearby tree.

And you thought you heard of everything by now!! !!

And to think the phrase 'bird brain'

is associated with being dumb. Not these birds. Share the story!!

In 1971 the Greenpeace sailed towards Amchitka to stop the testing of nuclear weapons. Bill Darnell, one of the twelve crew members, will be telling the story of that voyage and the early days of the Greenpeace organization in Armstrong January 22nd. Darnell will use his personal collection of photos, newspaper clippings and artifacts to bring to life this world-changing event.

Bill Darnell lives in the North Okanagan and is still actively involved in creating change, although now is less likely to put his life at risk as he did in the Gulf of Alaska."It was a different time at the beginning of great changes, but I see some similarities with today's climate and Occupy movements."

The event will begin at 2.30pm on Sunday, January 22nd at the Odd Fellows Hall (Sunset Coronation Hall) on Wood Avenue in Armstrong following the AGM of the NDP riding association. Everyone is welcome to attend.

I had an opportunity to inspect the new, modern hospital of ours and found it very nice. All the nurses, doctors and every body else were pleasant, professional and most helpful. I arrived at 6:05 AM and I was back home at 11:30 AM. I wish to thank all the staff who were so nice to me and made my stay a relaxed occasion in spite of the circumstances. My minor surgery went well and I should be ready for the new year.

Coldstream sewer rates - Morning Star

Coldstream sewer rates - a minority report.

Council has voted 4-2 to adopt the Finance Director’s (CFO) recommendation for the 2012 sewer rates, thus, the debate is over. My comments are directed to the report by Jennifer Smith in the Morning Star (attached). It is also an advance notice of my recommendations for next year.

My proposal for the new sewer rates was based on a complete analysis of the data collected by the District on water and sewer consumption and revenues received based on those consumption.

Here is the situation in a nutshell:

We cannot measure sewer contribution directly as there are no reliable individual sewage meters. The first quarter water consumption is used to estimate each household’s contribution as it is assumed that during the winter months most of the water consumed by customers end up in the sewer. We estimate the full year’s consumption by multiplying the first quarter’s water consumption by 4. Adding up all first quarter consumption volumes we arrive at the total sewage contribution from all users. In Coldstream it amounted to about 346,200 m3 .

The total cost for providing sewer service for Coldstream customers is estimated at $1,400,000. The estimated cost of collecting, treating and disposing 1 m3 of sewage is then estimated at $4.00 (with refinements it is actually $3.80).

It is fair that every customer contributes a minimum amount to the system so a base fee is established. Here is where the CFO and I made different recommendations.

The CFO calculated a minimum fee by establishing a base fee at $56.45 plus a 15 m3 consumption at $2.51, for a total minimum of $94.10. Every customer must pay this. Additional consumption is charged at $2.51 per m3 . How did the $3.80 unit fee dropped to $2.51? It was due to charging $94.10/15=$6.28 per m3 for the first 15 m3 to all customers whether they use it or not. The setting of the minimum fee and the consumption fees have very little to do with the actual unit cost of sewage. The result is that the unit cost is decreasing with increased consumption (see Table 1).

The proposal I advanced to Council involves actual unit costs of sewage all the way through.

The minimum fee was set as the cost of 20 m3 of sewage at $3.80 per m3 or $76.00 per quarter. All additional m3-s are charged at $3.80. Table 1 also provides a visual example of the KISS principle. It demonstrates that up to 20 m3 consumption unit prices are dropping from a high of $76.00 at zero consumption to a minimum of $3.80 at 20 m3 and it remains at $3.80 per m3 from there on. The 20 m3 minimum is necessary to ensure that everyone contributes to the operation and maintenance of the system.

It is true that larger families (and less careful consumers) are paying more due to higher consumption. They do so for every other commodity they must purchase. More bread, more milk, more shoes, etc. but it is not Councils prerogative to request that sewer customers subsidize larger consumers. Councillor McClean’s comment that “We are actually going to penalize larger families and they have no choice, consumption is consumption,” is incorrect. We are not penalizing them, we are billing them for their consumption at cost. Customers with lower consumption will also be paying their fair share.

“This is a big step to more of a true user-pay system,” he said (Trevor Seibel) of Kiss’ proposal which would have generated Coldstream an additional $70,000 in revenue.” It is true that $4.00 unit cost would have provided $70,000 more revenue. However, a correction to $3.80 per m3 rectified that problem and the revised costs would yield the right amount of revenue. The major point here is that it would be “more of a true user-pay system”!

Table 2 represents the frequency distribution of users in 10 m3 increments. Note that nearly 83% of users are between 0 and 60 m3.

Figure 1 is the visual representation of the same frequency distribution.

One way to design more accurate billing models would be to measure sewage contributions directly. Unfortunately, meters for individual sewage measurements are not available. A dual water metering system, one of which would measure indoor usage of water, and another the otside would be a reasonable alternative. It is not recommended at the present time.

Camp Hurlburt named Aviva semi-finalist

Voting for the Semi-Finals begins on Monday at 9AM, Just one out of seven local groups in the Canada-wide Aviva competition has made the cut. Rebuild Camp Hurlburt is the last remaining local contestant in the Aviva Community Fund. Hurlburt moves on to the semi-finals, against 89 other ideas from across the country. Each of the projects are competing to gain the most votes in their respective budget sizes. Voting for the semi-finalists begins Monday and runs until Dec. 16 at www.avivacommunityfund.org. Camp Hurlburt is idea number ACF10943 in the youth category and is hoping to secure up to $150,000 to help rebuild the camp. The top 30 ideas will move onto the finals, where the judges will decide which ideas will be awarded grant money. “We’re very thankful to everybody who has gotten us there because it makes a big difference,” said Jennifer Yeo, with the Camp Hurlburt Association. “We just hope that everyone sticks to it and keeps voting, and vote every day.”

My Final Thoughts

Dear Friend,

And when I say “friend,” I mean it in the normal way, not “someone I’ve been sleeping with for 13 years.” Unless, of course, I have been sleeping with you for 13 years. In that case, I do mean it that way.
It is with a heavy heart that I have decided to end my inspirational quest for the White House. After much reassessing and reconsidering, I have decided to spend more time being screamed at by my wife. And by “more time,” I mean 24 hours a day, stopping only for bathroom breaks.

But here’s the part that really kills me. You’re kicking me to the curb because I was messing around, and instead you’re going with… Newt Gingrich? I repeat: are you fucking kidding me? Oh, I know what you’re saying: you love Newt because he’s an “intellectual.” Well, Newt Gingrich is the intellectual of the Republican field the way Moe was the intellectual of the Stooges.
And that leads me to my final point: you disgust me, America. Right now if I had my way, I’d up and move to another country. I really, truly would. Only I don’t know where any of them are, and my wife won’t let me leave the house.

CONSTITUTIONAL CHALLENGE TO THE PROVINCE’S AUTHORITY OVER FORESTED LAND

After years of manoeuvres by B.C. government, crown’s case tossed by court clears the way for a constitutional challenge to the province’s authority over forested land.

In an unexpected pre-emptive legal move, the Okanagan Nation succeeded on Friday in B.C.’s Supreme Court, in having the Province’s claim dismissed, clearing the way for litigation to proceed to answer the land question: how did the Province get the title and authority it claims to the forested land in the Province in the absence of treaty? Ancestors from Indigenous Nations clear across the Province have asked this question for a century. The answer to this question is urgently needed by everyone.

Under the Province’s forestry legislation, the Province requires that a person must obtain Provincial authorization to harvest “Crown timber”. In 1999, communities from the Okanagan and Secwepemc Nations were granted permits from their respective Tribal Councils to harvest trees in accordance with their laws, and the Okanagan Indian Band, under permit issued by the Okanagan Nation Alliance, commenced logging in the Brown’s Creek Watersheds- an area close to their village at six-mile located south of the Head of the Lake. The Province commenced a Court case to enforce its Stop Work Order. In response, the Nations filed a constitutional challenge to the Province’s legislation.

“The land question, and our efforts as Okanagan to have our Aboriginal title and obligation to make decisions to protect our territories and resources, is what this case is about from an Okanagan perspective. It is a conflict between the Okanagan Nation’s ability to exercise our laws to make decisions about our Aboriginal title lands and the Province’s authority to deny our right to exercise Aboriginal title”, said Dan Wilson, who was Chief of the Okanagan Nation in 1999.

Grand Chief Stewart Phillip said, “The Province of B.C. is in the awkward position of having to show how they came into title of Okanagan land and of course they’ve got nothing, no deed, no bill of sale and no treaty.”

“The occupation of land for well over a century under the guise of an unfounded claim of title is neither noble nor heroic. It is simply the act of State sanctioned theft on grand scale and nothing more. The Province does not own our territory - they use it – and sooner or later, the courts in the absence of any meaningful negotiations will have no choice but to recognize that fundamental fact”, concluded Chief Byron Louis, of the Okanagan Indian Band.

Members of OKIB depend on the Watersheds to teach and practice their culture. Yet, the Province has assumed exclusive jurisdiction to manage and allocate the timber over the objections of the Okanagan.

“This is a case which should be of concern to everyone living within our traditional territory”, said Chief Louis. Forty years of industrial logging within the Okanagan Watersheds has affected water quality for native and non-native residents alike. As stewards of the land we will ensure the healing of the forests and the restoration of the creeks that feed our lakes. This in turn will improve the quality of life for all residents of the Okanagan territory.”

In dismissing the Province’s claim, the Court encouraged the parties to negotiate. Chief Louis pointed out that the Province will need to change its negotiation mandates to recognize and respect the title, rights and laws of the Okanagan people. Only through recognition can reconciliation be achieved. “If the Government does not recognize our pre-existing rights in our land and our laws, what is there to reconcile?”

Province to strengthen Agricultural Land Commission

Details on the improvements to theALC include:

· Preserving Farmland: Legislation introducedtoday supports the ALC focusing its resources on its core functions. Thelegislation would place a five-year moratorium on repeat applications to theALC.

· Sustainable Operations: An additional $1.6million provides the ALC with resources to transition to a more self-supportingoperating model by 2013. The proposed legislation would also allow the ALC tocharge service fees to augment provincial funding. The fee structure will beset by provincial regulation following consultation with producers, localgovernments and other stakeholders.

· Increased Enforcement: The Province hasalready increased the number of provincial government officials authorized toinvestigate and respond to ALR violations to approximately 30 throughcoordinated multi-ministry enforcement. The proposed legislation would furtherexpand enforcement by allowing qualified officials from other government agenciesand levels of government to conduct enforcement activities.

· Strategic Governance: The recruitment of a chiefexecutive officer (CEO) for the ALC is underway. The CEO will lead the ALC’sevolution into a sustainably structured organization. The proposed legislationwould also enable the chair of the ALC to have greater oversight of regionalpanels to ensure fairness, transparency and consistency in the decision-makingprocess.

· Upgraded InformationServices:Government ministries and agencies are already working to improve the ALC’sbusiness processes and information management capacity through its online application trackingsystem. Upon completion, this effort will provide enhanced web services toclients through full integration with the Province’s online mapping databaseand interactive tools.

· Encouraging Farming: These changes will freeup resources to allow the Province and the ALC to be more proactive in theirwork with local governments to encourage agriculture in their land use plans,bylaws and policies, and to promote agriculture, farm diversification and value-addedprocessing in their communities.

· A new minister’s bylawstandard:The bylaw standard provides local governments with a ready-to-use model thatrestricts building large residential homes in the centre of ALR lots andensures the majority of the land is preserved for agricultural use. Theresulting standard follows extensive consultation with local governments,agriculture producers, stakeholders and the general public. The standard isposted at:

My pledge to you, should you decide to support me, is that I will continue my vigilant assessment of the newest Master Water Plan. That plan is currently being developed by the consultants and it is imperative that this time they have it right.

To date there were two plans. The first one, the more reasonable one, which included separation of agricultural and domestic water supplies and filtration, was discarded two years after having been approved by the electorate by way of the 2003 elections. That plan cost a total of about $500,000, including the demonstration treatment plants on Middleton Mountain.

In 2004 the current plan was put before the electorate in a referendum. Politicians of the time strongly supported this plan as a perfect cheap alternative. They were aware, or should have been aware (I reminded them often enough) of the fact that this plan was considered and discarded by the creators of the first plan. Their objection was due to the fact that this plan would have been $49 million more costly than the one they produced. The main reason was the wasteful treatment of huge volumes of water that was used for crop irrigation. They should have been aware of the fact that peak demands could not be met by the new plant and water advisories or boil water advisories were inevitable in the future. Staff knew that and I would be surprised if they did not warn politicians of this issue.

What happens is that when the demand exceeds the capacity of the plant treated water is mixed with untreated water negating the benefit of the treatment. Although this did not happen this year the potential of this happening was so close that staff declared water advisories for much of the summer. As it happens, it was not even a hot summer.

Now that a new "Super Master Plan" is in the works I would love to be there to scrutinize of how it is developed. I would also like to continue the development of water pricing policies to ensure they are as close to fairness as possible. My presentation today at GVAC was debated and eventually tabled to the new Committee to be created after the election. I would love to defend the proposal I put forward to the Committee.

As an added benefit I would continue to see that sewer costs are kept to a minimum. No sewer extension at taxpayers expense!

So, if you consider my pledge worth while and you want to have a watch dog to ensure you get the best plan for you money I would be honored to be selected. However, if you believe others will do a better job by all means, I'll accept your verdict without a grudge. I will keep you informed either way.

It was an honour to serve for the past three years and if you so wish it will be an honour to represent you for the next three!

Five Dollar Charge For Boat Launch Parking On Kal, Okanagan Lakes

Greater Vernon politicians support fee and season's pass

It is going to cost to park in boat launch areas at both Kalavista and Paddlewheel Park during boating season, from the May long weekend until Labour Day in September. Greater Vernon's advisory committee has recommended a five-dollar daily parking charge with a discounted season's pass. Next year, that pass would cost 50 bucks. ``Instead of the general taxpayer paying for the boat launches, the boaters can pay for the boat launches,'' says Vernon director Jack Gilroy, a keen boater. ``I don't see a problem with that as long as there is a reasonable fee and the money can go right into the infrastructure of the boat launches.'' Coldstream Mayor Jim Garlick is in favour too as it will cover some of the costs involved in the upkeep at Kalavista. ``It goes towards the facility and any upgrades or maintainence that needs to be done and the fact that we have attendants there now,'' says Garlick. ``I think the attendants have been a real positive thing.'' Garlick says he would not favour an ``abusive'' fee that forced boaters to go elsewhere in the community, causing other problems. The recommendation received unanimous support.

Drought Management Plan Sets New Stages, Changes Watering Rules

Tougher enforcement of water regulations and a change in alternate day sprinkling are two guidelines set out in a massive drought management plan presented to Greater Vernon politicians Thursday. It calls for an end to alternate day watering for households during a `normal' summer, to be replaced by three days only of watering and none on Mondays. Parks and other public places would also come under the new rules. ``It helps us to understand our outdoor water use a bit better by having one day where there's no outdoor watering and better for enforcement too,'' says Renee Clark, water quality manager for the North Okanagan Regional District. The plan goes to NORD directors next and, if approved, goes out for public consultation. The plan sets out new stages for droughts -- from mild to emergency. There would also be that new, `normal' stage.

The Greater Vernon Advisory Committee is recommending early approval for millions of dollars in spending on a key water separation project. The project would provide 358 homes with treated Duteau water and take them off Goose Lake. It's considered the worst potable water source in the area and is expected to be used for agriculture only in future. The cost of the project is 5.8-million dollars

In addition Directors unanimously approved the name change of Coldstream Centennial Park to "Sovereign Park". The name change has to be approved by the Board of Directors but it is anticipated to be a routine matter.

TRIPOLI (The Borowitz Report) – As arrests mounted in the Occupy Wall Street protest in New York City, Libya’s National Transitional Council (NTC) issued a stern statement today warning the NYPD to exercise restraint.

“The Libyan transitional government regards any attempt to infringe upon the American protesters’ right to express themselves as a violation of international standards of free speech and liberty,” the Libyan statement read. “We will not sit idly by and watch this happen.”

Libyan government officials also hinted that if the arrests continue, it would consider forming a NATO coalition “to ensure the safety and security of the American people.”

While it did not state it as an explicit goal, insiders believe that if the arrests continue Libya may seek the ouster of New York City mayor Michael Bloomberg, whose whereabouts remain unknown.

Perhaps in response to the Libyan statement, the U.S. State Department today responded with a statement of its own: “The United States is one hundred percent opposed to the suppression of popular uprisings as long as they aren’t happening here.”

Nominations closed this afternoon (Friday) for the Nov. 19th municipal election.

Wayne Lippert is trying for a third term as mayor in our city...but will be challenged by Rob Sawatzky and Patrick Davies
.
A total of 15 people filed papers for the six council spots in Vernon, including 5 current coucillors...Gilroy, O'Keefe, Lee, Spiers and Nicol.

A 3-person race for mayor will also take place over in Lumby with Kevin Acton up against Janet Green and Jim McEwan.

Jim Garlick is seeking a second term in Coldstream...but Dave Hrabchuk is making that a 2-man race.

9 people filed for council...including all six current Coldstream councillors.

The open mayors chair in Spallumcheen will see Janice Brown and Dave Brew vying to fill it.

In Enderby, incumbant mayor Dee Wejr is being challenged by Howie Cyr.

Chris Pieper was the only person filing nomination papers for mayor in Armstrong, meaning he will be acclaimed....8 people are running for council, including all six current members.

Sharon Shepherd and former mayor Walter Gray are among 5 people running for mayor in Kelowna....but the story there is at least 35 people running for the 8 council seats, including all 8 current councillors.

Dan Ashton hopes to return as mayor in Penticton, but is being challenged by Julius Bloomfield and Katie Robinson.
